I contacted Google Play support and quickly received a reply: > We appreciate your concern for the new rating system. You are correct that is rolling out from August 2019, however, it will slowly be implemented throughout the next few weeks. Stay tuned and it may appear very soon for you! The phrasing of the reply leads me to believe this will be a phased rollout. I'm curious to see if anyone has been a part of a theoretical phased rollout.
