By strategy I mean easiest way to get the continent to federate under a constitution. Strategy 1- Make it all about the people and allow for people to debate what should and should not be in the constitution online and in person. Then allow for people to elect delegates and hash out the differences in a massive convention before bringing it to a referendum. Strategy 2- Go though the national governments and ask them what powers they are willing to hand over to a federal government then have each of the governments send one delegate to hash it out in a closed convention and then having the governments approve the constitution and join the federation. Strategy 3- Somewhere in-between that has both the governments and the people pitch in.
