It could just be my opinion but hyper armor always seemed to be a bit wonky of a mechanic to me. Have you all ever thought if changing how it worked a bit? Such as maybe if you are hit during a hyper armor move before impact you deal less damage? Since hyper armor is supposed to be like momentum. The main reason I ask is it seems all of the least fun heros to play against have the most hyper armor moves
TLDR: Have you all considered looking at hyper armor to change?
