Currently, most modifiers scale based on character level. For example, characters will at least have a bonus on accuracy checks and related skill checks equal to their level.
Flattening the scaling will make modifiers and difficulties lower. This would make it easier for lower level characters to keep up with higher level characters. It also makes swarms of lower level monsters more dangerous. This will also make static increases like accuracy, racial modifiers, and expert training more potent.
Should we flatten the scaling of level based bonuses as they apply to checks and difficulties?
