In terms of the development of this game, and its mechanics im curious what reddit thinks about this:

Personally, tactics should be THE END ALL BE ALL to the game, with gear being the icing on top.
Real life tactics REVOLVE around "first hit wins". Hence, why professionals aim center mass. The "failure to stop drill" is the go-to for dealing with an armored opponent: two to the chest, followed by a headshot. The two fast and easy chest shots then GIVE you the opening to make the headshot. We don't have this in game right now because non-lethal hits mean nothing
Currently, even if you hit first, if you have bad ammo and your opponent has armor you will probably lose anyways
If your tactics suck, gear should do nothing for you
If your tactics are good, even with "non-ap" ammo you should be able to dump all over players with max armor protection
