USS Command is having problems running a Command Training plan and bickers over the methods and controls of how it should be presented.
1. We should always localize training with the most junior doing training on a topic they have no experience in, to give to command training. Use pre-approved training materials from the training commands inhibit incorporating junior sailors from public speaking or self-research. Everyone should know exactly what to do from these training.
2. We should utilize training command/originating department/agency's training materials/guides/instructions and CAN add, but never take away from what they want us to administer for training. A junior sailor making training on an unfamiliar topic is beneficial but crippling to a command, as its a training wheels in progress (where the junior sailor is the only one that gets the benefit of learning.) These training materials are not a replacement for self-learning, but a good introductory, talking general programs we all have to know/learn.
