Light - tribal societies can pull weird, mystical voodoo that more civilized societies can't, but the magic isn't anything OP 1
Medium - the game starts off with everyone being able to use magic, but as time progresses, players must choose between advancing technologically or keeping magical powers 2
Heavy - throughout the game, everyone can use magic, and magical capability is based on a civ or individuals stats involving magic 0
