The current chance of receiving a piece of the blacksmith outfit is 1/25 for a perfect ceremonial sword and 1/100 for every other sword. Compared to the chance of the Divination outfit for example (50% chance of a piece at the easily obtainable 100 points) this is pretty absurd, especially if you consider the cost, time and effort involved and on top of that a level 70 smiting requirement.
