Obviously, a full-fledged western localization just isn't possible, whether it's due to the financial risks being too high to be worth it (niche western fanbase, even if it's growing a lot more thanks to increased awareness of the franchise following the 2017 Anime Expo concert; DLC model being incompatible with western buying habits due to it being very pricey; fear of reverse-importation) or running into possible issues with the ESRB over its content. Now that doesn't mean an English-language option isn't impossible.
Recently, [Japan and Asia-only games have been released with English-language translations](https://www.youtube.com/watch?v=qHEcm5RKeL8#t=2m37s), such as *Dead or Alive Xtreme 3* and the upcoming *Girls und Panzer: Dream Tank Match*, to makes these games accessible to westerners (due to the presence of the English language) without the hassles that a western localization has to deal with. For the franchise itself, it now has Chinese and Korean-language options available since *Platinum Stars* (also it has been released in South Korea and SEA, a first in the franchise), thus making them much more accessible to their respective audiences, though it's still odd as to why they've yet to include an English-language option as English is a lingua franca in Southeast Asia and it wouldn't hurt too much to translate it into a much more widespread language.
By giving an English-language option, this would, without a doubt, significantly increase the growth of the western fanbase than at the current rate it's going as it's now in a language that's understandable to them. And accessing the games is easy as the PS4 is region-free for the games and establishing a foreign PSN account is also easy.
